Under his leadership, Port Moody Police officers allegedly refused to accept or properly record complaints against strata representatives, thereby preventing due process and lawful recourse.

Cover‑ups and Record Tampering:
Allegations include covering up crimes and protocol violations by officers and allowing the fabrication of false entries in a citizen’s police record, without notification or opportunity for correction.

Alleged Abuse of Police Records and Processes

Unlawful Record Entries:
Officers under his command allegedly created or altered police records concerning a targeted citizen, without informing the individual that entries had been made or providing any mechanism to challenge or correct them.

Non‑Response to Formal Complaints:
Chief Fleugel is reported to have failed to respond adequately—or at all—to official complaints about his officers’ conduct, including concerns regarding record tampering and misuse of police files, etc.

Discriminatory Policing and “The Program”

Discrimination and Extreme Prejudice:
It is alleged he has allowed officers to practice discrimination and extreme prejudice against certain residents, particularly homeowner‑whistleblowers and critics of local strata or property management practices.

Improper Acquisition of Personal Information:
Officers are said to have unlawfully obtained personal information of targeted citizens, including through suspect strata representatives, to facilitate harassment and intimidation.

Dispatching Off‑the‑Record Officers:
Reports describe armed, confrontational officers being dispatched—without body cameras, notepads, or audio recording—to the homes of citizens who attempt to file written complaints, resulting in no official record of the complaint. These armed officers claim ignorance of homeowners rights, and have zero intelligence of the history of abuses of owners by strata representatives. Investigators therefore refer to these as 'Goon' officers - meant to instill fear, and encourage the target to "just move."

Conflict Provocation – “The Program”:
These armed officers allegedly attempt to instigate conflict, utter threats, misdirect, or provoke citizens in order to justify arrests and create a chilling effect on other homeowners considering similar complaints. Note: in some cases officers used their personal phones to contact and threaten targeted-homeowners. This pattern of behaviour has been referred to by investigators as “The Program.”

Use of “The Program” for Fabricated Charges:
Within this framework, Port Moody Police are accused of falsifying criminal charges against homeowner‑whistleblowers and enabling “black market” property managers to continue abusing their constituent homeowners. At no point within 'the program' does the Port Moody Police Department ensure homeowner rights are recognized. 

Failures to Investigate Serious Offences

Under Chief Fleugel’s command, the following alleged failures to investigate have been reported:

Failure to investigate reported forgery/identity theft.

Failure to investigate reported assault.

Failure to investigate reported threats by a contractor against a homeowner.

Failure to investigate reported extortion.

Failure to investigate suspected unlawful entry by unauthorized persons.

Failure to investigate privacy violations and cyber crimes against Port Moody homeowners.

Failure to investigate reports of identity theft.

Failure to investigate reported human rights abuses, thereby endangering the community he is mandated to protect.

According to the allegations, the Port Moody Police Department provides no meaningful protection for homeowners against criminal acts committed by unregulated strata representatives and property contractors.

Ongoing Risk and Oversight Concerns

Continuing Stalking and Threats:
The stalking and threats from unregulated strata representatives are alleged to be ongoing, with Chief Fleugel refusing to take action to address these complaints or to ensure proper investigation and accountability.

Perception of Absolute Impunity:
Complainants describe Chief Fleugel as effectively answering to no one, operating without meaningful external or internal checks on his decisions/non-action related to these matters.

Formal Complaints to Oversight Bodies:

Formal complaints are reported to have been filed with the Office of the Police Complaint Commissioner (OPCC) and the Office of the Information and Privacy Commissioner (OIPC). These complaints are described as ignored, covered up, or potentially denied, deleted and destroyed - a recurring theme in BC Housing Investigation.
